Who is aware of the Mission Statement?

The Mission Statement is a summary of what the project is trying to achieve.
However, if you ask many people involved in a project what is the Mission Statement most will not know.

Even if one exists it is highly likely it will be forgotten rapidly.
Good leadership [see ‘The Complete Leadership package’] should remind the project members of the Mission Statement at regular intervals.
It can be used to give focus to planning and as an aid to setting goals, objectives and may help decision making.

If you have no real idea of what you wish to do it will be hard to know how to proceed.
There is an excellent extract from Alice in Wonderland (by Lewis Carroll):

Alice: “Would you tell me, please, which way I ought to go from here?”
Cat: “That depends a good deal on where you want to get to.”
Alice: “I don’t know where.”
Cat: “Then it doesn’t matter which way you go.”
