The purpose of authorizing initiation is to decide whether it is a worthwhile investment to develop the outline Business Case further by initiating a formal project.
The Project Board decides whether to proceed by assessing the Project Brief.
If the decision is to proceed, the Project Board must review and approve the Stage Plan for the initiation stage.
At this point, Project Board members should have been working closely with the Project Manager (during Starting up a Project - see the section covering ‘Starting up a Project’) to prepare for this decision, so there should be no surprises.
The Project Manager assembles the Project Brief and the Initiation Stage Plan and submits them for approval.
