The purpose of authorizing the project is to decide whether to commit to the project as a business investment.
The decision is based on detailed Project Initiation Documentation which has been developed by the project management team from the Project Brief.
Once the Project Initiation Documentation has been approved by the Project Board, it becomes the baseline for all forms of project control, covering project benefits, risks, scope, quality requirements, costs and timescales.
Members of the Project Board can then go on to consider and approve the Stage Plan for the stage that follows initiation (see the section covering ‘Authorize a Stage or Exception Plan’), and approval is often achieved at the same Project Board review.
Initiation is a crucial stage, consisting entirely of management preparations for the project.
In the course of initiation, it is normal for the Project Manager to seek regular guidance from Project Board members (see the section covering ‘Give ad hoc direction’). Consequently, when the Project Manager introduces the Project Initiation Documentation for approval, there should, again, be no surprises.
