Reviewing benefits

Close the Business Case

The Business Case for an investment normally survives the closure of the project. At the end of the project, it may be that only the project costs can be fully accounted for.
Closing the Business Case at the end of a project does not provide a complete picture of the project’s performance as, for example, the ongoing operational costs and benefits will almost certainly vary from those forecast.

Therefore as part of benefits review it is useful to monitor the running costs and benefits of the project’s products for some time before closing the Business Case formally.

Example of a benefits review after project closure

A project to implement an automated document storage and retrieval system was justified by two main benefits: a reduction in physical storage space requirements and a reduction in the number of temporary staff employed to store and retrieve information.

Twelve months after the project was completed, the benefits review demonstrated that the storage space had been reduced and the relevant leases terminated before they became due for renewal - and thus the expected cost savings on the estates were on track.

However, the organization still employed the same number of temporary staff.
Managers had continued to use the ‘temp budget’ and simply switched staff from storage and retrieval work to other activities (without any associated business justification).
The staff saving had not been realized.
